Local Food Purchase Assistance Impact Report: A Preliminary Assessment of the LFPA Program

The Local Food Purchase Assistance (LFPA) program was announced in December 2021 and led by the U.S. Department of Agriculture’s Agricultural Marketing Service (USDA AMS) Commodity Procurement Program. Up to $400 million in funds was distributed for cooperative agreements with states, federally recognized tribal governments, and territorial governments to purchase and distribute local domestic foods were designated through the LFPA program. This program was designed to maintain and improve food and agricultural supply chain resilience through the procurement of local, domestic, agricultural commodities.
Through the LFPA program, more than $365 million in funding purchased food from over 13,000 producers, which was aggregated through more than 2,600 vendors and distributed through more than 1,800 organizations. This program was notable because it allowed recipients, mostly states and tribal agencies, to design their approach to meet the needs of their communities.
Though the USDA shared that the LFPA program would not be extended in March 2025, existing cooperative agreements will continue until December 2026. The LFPA program offers an example and lessons for future initiatives that could support local food system development.
